Revert "Reduce invocation of surface placement of switching activities"
This reverts commit 5495bffd235b09af345167c27b9bb1d6756f6a72.
Reason for revert: Sometimes the app transition may be executed
later by animation thread rather than the relayout from client,
which may delay the time of transition ready.
