update_engine: add staging pref to payload_state
Add kPrefsWallClockStagingWaitPeriod as a new pref so that the staging
wait period persists accross reboots. Change the old
kPrefsWallClockWaitPeriod constant to
kPrefsWallClockScatteringWaitPeriod to differentiate more clearly
between the two.
