Add estimate_cow_size field to update metadata
Part of VAB project. When installing update through Virtual AB it is
nice to have an estimate of COW image size. When generating an OTA
update, delta_generator will fill in this field. Later on libsnapshot
will use this as an hint when creating snapshots.
