Introduce VFAT check and format support to fs_mgr
Previously, Filesystem Manager silently ignored the flags 'formattable'
and 'check' for VFAT partitions in a fstab file. Update FS_MGR to
fufil these operations through the binaries "fsck_msdos" and
"newfs_msdos".
All newly formatted VFAT partitions will be formatted to be FAT 16
and fill the entire partition
