lmkd: add EPOLLWAKEUP event for PSI polling
While system is entering into the suspend state, lmkd can be put
into the uninterruptible sleep as a part of system suspend leaving
behind the pending PSI events in the system and meanwhile If there are
still some allocating tasks on other CPU can result into OOM. This
situation can be avoided by equipping the lmkd with EPOLLWAKEUP while
polling for a PSI event.
