lmkd: add variable polling window for supercritical event
By default handling of all PSI events in the system have same polling
window. But this can be a problem for some events like supercritical
event where there are guaranteed kills irrespective of the free levels
in the system. This problem is more serious for a lowram targets where
chances of generation of supercritical event is high and thus
system can see the over kills. This can be solved by defining a higher
polling window for super critical events. Also add a tunable to decide
the size of polling window.
