Reland "Remove obsolete ueventd.rc rules."
/dev/* nodes referenced in the removed rules are not present on Pixel
devices, i.e. android platform doesn't depend on these nodes. If a
device relies on one of these rules, the rule should be added to the
device-specific ueventd.rc.
