Allow newfs_msdos formatting to automatically choose FAT type
Previous fs_mgr usage of newfs_msdos hard chose the FAT type to
be FAT16, leading to issues when small partitions could not meet
the minimum required cluster count.
Update the newfs_msdos invocation to not explicitly declare
the FAT type, allowing the newfs_msdos binary to choose the FAT
type most applicable for the given partition.
