lmkd: improve the logic for upgraded super critical event
On lowram targets, it is easy to have the upgraded supercritical
event which is resulting into the overkills. Thus always make sure that
enough number of pages are scanned in direct and kswapd reclaims before
taking the decission and reset the upgraded supercritical event once it
is handled.
