Based on 'debug.mount_debugfs' allow init to mount debugfs.
Add flexibility in init code to allow init to mount debugfs
during bootup time based on the property: debug.mount_debugfs.
This is an additional flexibility being added, in addition to
the existing shipping API level condition.
