Shim apex is installable and overridden by prebuilt.
In devices with flattened apex, we'll include the non-prebuilt version
of shim apex since it now contains the CtsShim and CtsPrivShim apks.
These apks will not be installed in /system/app and /system/priv-app
anymore.

Test: atest CtsPrivilegedUpdateTests CtsPermissionTestCases
CtsStagedInstallHostTestCases; (on both flattened and unflattened
configurations)
