Apexd: Use StderrLogger in tests
Force base/logging to always use the stderr logger. That improves
diagnostics of errors, as libapex output will be directly in the
test output instead of logcat.
Test: mmma system/apex/apexd
Test: pushd system/apex/apexd && atest && popd
