Scan system_ext while bootstrapping
Because bootstrap APEXes can be in /system_ext/apex, scan /system_ext as
well in onBootstrap().
VNDK is one of bootstrap APEXes, and extra versions of VNDK APEXes are
installed in /system_ext/apex.
