Transfer the output file of genrule to dist folder
New shim packages were created for testing key rotation. Since they were
created using genrules, they were not being transferred to dist folder
on build servers.

Test: m com.android.apex.cts.shim.v2_signed_bob dist DIST_DIR=./out/dist
