Add a test covering attempt to stage a flattened apex
The implementation is a little bit hacky in a sense, that it uses
ApexServiceActivationSuccessTest to first mount a non-flattened apex,
then treats a mount point as a flattened apex and tries to stage it.
Test: apexservice_test
