Actually test shim-related logic
* Fix IsShimApex to accept com.android.apex.cts.shim.apex.
* Make sure all apexes contain hash.txt (not hash_v1 or hash_v2).
* Expected hash is stored in ${mount_point}/etc/hash.txt, not
${mount_point}/hash.txt.
* Add a test to verify staging fails in case shim apex has unexpected
SHA512.
* Delete apex_shim_test, since there is no need in those tests -
ApexShimUpdateTest in apexservice_test provides better coverage.
