HIDD: Address API Review concerns
* Replace bare field usage with getter methods;
* Remove Builder;
* Move BluetoothHidDeviceCallback to inner class;
* Remove toArray() and equals();
* Throw IllegalArgumentException where applicable;
* Add an Executor parameter before Callback;
