Fix time zone formatting with setZoneStrings().
User-defined time zone strings (using
DateFormatSymbols.setZoneStrings()) were ignored since N.
This make sure that formatting time zone names takes into account any
values specified by the user.
Also add a test to ensure that malformed arrays in setZoneStrings() are
correctly rejected.
