Update TextAttribute to OpenJDK8u121-b13.

Before this CL, this class was based on OpenJDK7u40.
This CL only affects documentation and Android change comments;
it does not make any behavior changes.

Several of the Android changes in this file involve sections
of documentation having been dropped. Before this CL, these
were documented *after* the affected block of documentation,
with removed sections being commented out and listed in a
concatenated form. This CL changes this by documenting the
change *before* the affected block of documentation (more
consistent with regular Android change documentation style).

Since the changes can occur throughout the documentation,
the commented-out sections are not as useful and were dropped.
