Verify ZipEntry against upstream OpenJDK 8u121-b13

Updates the Android change markers to match the standard structure,
group common sets of changes and moved some code around to more
closely match upstream structure. No functional changes.

Most of the Android changes should be self explanatory, the exception
is the change to setComment(). That change was added during initial
OpenJDK integration in order to fix some existing luni unit tests that
were broken. However, it breaks the contract defined in the JavaDoc and
does not seem to provide any reasonable benefit. A follow up change
will attempt to remove this patch, and fix the broken tests but it will
be done separately so as to make it easy to revert if necessary.
