Add test to verify the default value of getMaximumIntegerDigits()

- ICU DecimalFormat will change the output pattern when input pattern
  has optional leading digits. But the change doesnn't affect the maximum integer
  digits. Add extra test to verify that it's unchanged in java.text.DecimalFormat
  when switching its implementation from ICU 58 to a later ICU version

      pass on RI and Android with implementation of ICU 58 and ICU 62
