Add a better searching for timezone by offset
Telephony code knows whether it was given DST information
from an NITZ signal, but historically the "unknown" case
was conflated with "no DST". This change provides a method
that can deal with "unknown DST offset" and marks the
original version of the method as deprecated. The telephony
code will be moved over in future commits. Afterwards the
deprecated code can be deleted.
