Revert "RandomAccessFile should use O_SYNC/O_DSYNC for rws/rwd"
This reverts commit c4ea41c37d2095f819e46d099ef0af0ccddcf33b.
The change above is correct, but introduces a performance regression
for apps using "rws". On Android N and below, such files were not
opened with O_SYNC but were manually synced instead.
