Include tz_version on device
Include tz_version on device so it can be used to
hold format and rules versioning information rather
than hard-coding.
tzdatacheck (see system/timezone/) is changing to
look at the tz_version file in /system for format and rules
version info rather than using hardcoded format version info and
tzdata file header for rules version.
Update comments in TzDataSetVersion to reflect the fact
that the format version is no longer hardcoded in tzdatacheck.cpp.
