DO NOT MERGE Fix test_getZoneStrings_GMT_short_names
Fix supplied by r.mamadgi@samsung.com to make the
libcore.java.text.DateFormatSymbolsTest
test_getZoneStrings_GMT_short_names test pass for devices
that have taken IANA's 2016c tzdb update.

Test: Ran the test against a 5.1 hammerhead
