Start to use the everutc hint in tzlookup.xml
Make CountryTimeZones.hasUtcZones() more efficient by using
the everutc="y|n" hint.
This change is dependent on commit
e86350ffdba93e116f2a94ea09c7fae214179d8e in system/timezone
which added the new required attributes.
