Track zic 2019a update in system/timezone
After the zic version 2019a update in system/timezone we can
be sure of the behavior and eliminate the "accept A or B" type
assertions added during the zic change-over.
Testing:
Ran CtsLibcoreTestCases with old zic data via CTS
Reran affected tests with new zic data:
atest CtsLibcoreTestCases:libcore.java.util.DateTest
atest CtsLibcoreTestCases:libcore.java.util.TimeZoneTest
