Add change comments in DateFormatSymbols.
Verify that DateFormatSymbols has all appropriate changes from the
desired upstream version OpenJDK8u121-b13.
- Update Copyright year in header
- Added missing Android-removed/Android-changed/Android-added comments.
- Applied upstream documentation changes that also apply to our code.
- change initializeData() to more closely match structure of upstream
method.
- Remove (local only) internalZoneStrings() method and replace call to
it with getZoneStringsImpl(false).
