Fix TimeZoneIntegrationTest.testTimeZoneDebugInfo
Update expectations around the /system/usr/icu/icu*.dat file.
Since the test was written, a symlink has been added because it
was found that major apps depend on the exact path. The test now
asserts that the file path exists and that it resolves to the
file in the runtime module.
