Fix and test localization of java.text.DecimalFormatSymbols
- Plus sign should not be localized. This is not a behavior change
since last release because it only started localized
after upgrading to ICU59 in master branch.
- Fix PerMill sign. setPerMill had no effect on formatted number.
Like percent sign, PerMill should be localized into one char.
- Add tests for one-char symbols
