Switch to using a single file for versioning
Switching to using a single version file in the
bundle to reduce the number of file operations
needed during boot to check versions.
This commit also contains some tidy up and changes
class / method / field names to try to adopt a
consistent terminology for various timezone bundle
concepts. To avoid more awkward diffs during review
some of the test code has been left with an old name
and will be renamed as a follow-up.
