vendor-freeze: Move few commonsys-intf libs to commonsysumineko-8150tachibana-8150

Moved libdisplayconfig.qti, libqdMetadata, and libgralloc.qti from
vendor/qcom/opensource/commonsys-intf/display to
hardware/qcom/display to install in vendor
