VTS: Add test for device version 3.5
Also includes:
- Add test for getPhysicalCameraCharacteristics.
- Doc update for the new HIDL API.
- Tighten boundary check for camera ID in CameraModule.
Test: vts-tradefed run commandAndExit vts --skip-all-system-status-check
