Enforcing canonicalization of DeviceInfo.
This change specifies that the DeviceInfo map returned by the IRPC HAL
implementation should be canonicalized. Additionally, it adds coverage
to the VTS tests to ensure this requirement is enforced.
Test: atest VtsHalRemotelyProvisionedComponentTargetTest
