Stats: Transition HIDL clients to the new AIDL APIs
Transition performed for below vendor atoms:
- VENDOR_BATTERY_HEALTH_SNAPSHOT
- VENDOR_BATTERY_CAUSED_SHUTDOWN
Added StatsHelper class to remove code duplication
Removed HIDL Stats service usage
