libhwc2.1: don't allow DPU to handle 4k with specific height crop size
There is underrun issue due to insufficient DPU clock when scrolling to
metadata on a 4k video at 120hz. Because we still don't know how to
calculate clock requirement for this case, fallback back it to other
clients to avoid underrun issue first.
