libhwc2.1: HWCService: add setMinIdleRefreshRate() and setRefreshRateThrottle()
Add two debug commands, setMinIdleRefreshRate() and
setRefreshRateThrottle().
setMinIdleRefreshRate() specifies the min refresh rate when idle.
setRefreshRateThrottle() indicates that refresh rate switches don't
happen earlier than the provided throttle in milliseconds

Test: use the following commands
adb shell "vndservice call Exynos.HWCService 1005 i32 0 i32 30"
adb shell "vndservice call Exynos.HWCService 1006 i32 0 i32 1000"
