surfaceflinger: add BufferLayerConsumer
Copied from GLConsumer.{cpp,h}. Run sed and clang-format on them.
Minor fixes (incorrect header path, already defined macros) to make
them compile.
Make SurfaceFlingerConsumer inherit from BufferLayerConsumer.
Test: boots
