libvulkan: Update global layer loading rules
* Look for layers in /data/local/debug/vulkan instead of
/data/local/tmp/vulkan.
* Only enumerate global layers in debuggable processes.
* Only allow force-enabling layers and callbacks in debuggable
processes.
