Add support to observe uevents from secondary gadget instance
This enabled UsbDeviceManager to listen to usb configuration
changes reported on secondary gadget instance represented by
/devices/virtual/android_usb/android1. This allows the framework
to identify RNDIS function being connected/disconnected in order
for framework to take necessary action.
