Write UsageEvents Parcel data as a Blob
If too many events are queried from UsageStats, the Parcel will be too
big for a transaction. If the data is written as a Blob, the Parcel will
store too large data in ashmem.
Test: atest android.app.usage.cts.UsageStatsTest
Test: manual (create 1MB in UsageEvents and queryEvents)
