Allow PackageManager to retrieve inactive/factory APEXs.
Add functionality to ApexManager to filter the list of all APEX
packages in order to obtain lists of inactive or factory APEXs.
Expose this information to dumpsys.
Test: adb shell dumpsys package
Test: adb shell pm list packages -a --apex-only
