Clean device-wide policies on COPE PO relinquish
Policies that should be now cleaned up properly:
* setRequiredStrongAuthTimeout
* setScreenCaptureDisabled
* setPersonalAppsSuspended
* setFactoryResetProtectionPolicy
* setSecurityLoggingEnabled
* setConfiguredNetworksLockdownState
* setSystemUpdatePolicy
The cleanup is performed upon receiving ACTION_USER_REMOVED
after policy data is removed.
