Start clat daemon only on INTERNET and MMS PDNs
Clat daemon is started by netd if it detects a v6 only connection.
Clatd then negotiates with the plat server on the network using
ipv4only.arpa packets. These packets are sent with exponentially
increasing delays. Some network carrier test cases check for
unneccesary RRC connection releases. If the connection is v6 only
and plat support is unavailable, clatd's packets cause test cause
failures.
Also since it is unnecessary to start clatd on all PDNs, these changes
restrict clatd to start only on INTERNET and MMS PDNs
