SystemUI: Fix an issue where the EMERGENCY button clicks no response
After screen is off and received message, the EMERGENCY button click no
response. At this moment device is in doze state, the EMERGENCY button
click only can start Emergency Call activity but doesn't unlock keyguard.
So the EMERGENCY button click looks like no response.
Hide EMERGENCY button in doze state.
