Make detached task trimmable
Otherwise Task#isOnHomeDisplay also returns false for a detached
task, which causes a task without activities is not trimmable
even if it is exclude-from-recent.
Fix: 185481296
Test: atest RecentTasksTest#testVisibleTasks_excludedFromRecents
