AudioEffect: add isEffectSupportedForDevice() API
Add AudioEffect.isEffectSupportedForDevice() @SystemApi
for apps to query if an audio effect can be created and
attached to a particular device without actually calling
the constructor and checking for exceptions.

Test: CTS and GTS Tests for audio effects
