Change SimplePredicate InitialValue default to UNKNOWN
Previous default for InitialValue was FALSE. Currently, no predicates
configure this field.
Added unit tests to test the initial condition changes in Value and
Count metrics.

- CountMetricE2eTest.TestInitialConditionChanges
