[RefactoredBMS] Correct scope of "disabled?" check viz backup/restore decisions
This CL replicates ag/2204901 in RefactoredBMS.
Also adjusts tests and adds new ones for appIsDisabled method.
Test: runtest -p com.android.server.backup frameworks-services
