[wm] Adjustment of freeform window position when ime is visible
When IME is triggered by freeform window application, its titlebar is obscured by statusbar and causes touch conflict.
when titlebar is touched, noti bar comes down
Test: atest WindowStateTests
Also manually using steps:
1. Launch any activity that has edit text and put in to freeform mode
2. Resize freeform height such that it overlaps with ime
3. activate ime
4. Observe freeform does not invade on to statusbar area
